Civil Engineer 3 (Water/Wastewater)
Location: Longview, WA | Wage (DOE): $47-55/hr PE $44-52/hr EIT

Gibbs & Olson is seeking an Engineer 3 to join our civil engineering team. This role is ideal for a motivated professional who thrives in a collaborative environment and is ready to take ownership of project tasks.
As an Engineer 3, you will work closely with project managers and other team members to support the planning, design, and delivery of public and private infrastructure projects.
You’ll apply your technical knowledge to support project delivery, producing high-quality design drawings, calculations, and specifications. This position requires strong communication skills, proficiency with design software, and the ability to work independently.
What You’ll Do:
- Prepare design plans, profiles, cost estimates and construction documents for civil infrastructure and site development projects
- Prepare and check engineering calculations, reports, and cost estimates
- Provide construction phase services including:
- Reviewing construction submittals and respond to RFIs
- Managing and interacting with onsite project representative, contractor and client staff
- Reviewing and preparing progress pay estimates
- Work with clients and project managers to evaluate change requests and to prepare change orders
- Assist with project coordination, permitting, and agency submittals
- Participate in project meetings and collaborate with clients, agencies, subconsultants, contractors, and the public
- Support proposal preparation, scoping, and business development activities
What You’ll Bring:
- Bachelor’s Degree in Civil Engineering
- Professional Engineer (PE) license preferred
- Active Engineer In Training (EIT) certificate required
- 4+ years of civil engineering experience
- Skilled in AutoCAD Civil 3D, Microsoft Office, and Bluebeam
- Strong understanding of engineering principles, design standards, and local permitting processes
- Ability to prepare design documents, construction cost estimates, and technical specifications
- Familiarity with hydraulic modeling software preferred
- Experience with water and wastewater projects
- Experience working with public agencies, permitting, and funding coordination
