Columbia Heights Road Safety Improvements
Client—City of Longview, Washington
Columbia Heights Road is a major connector from downtown Kelso and Longview to suburban and rural residential areas. Gibbs & Olson was selected to provide surveying, preliminary and final design, permitting, right of way support, and bid phase services for this comprehensive roadway safety and multimodal improvement project. This approximately 1-mile-long project includes roadway reconfiguration and paving, new sidewalk, curb and gutter on the uphill side, a paved shoulder on the downhill side, geometric safety improvements, stormwater facility (treatment, detention, and controlled discharge), retaining walls, guardrail, and evaluation and potential replacement of street lighting. Environmental and permitting efforts include NEPA and SEPA documentation, an Environmental Justice evaluation, and coordination of cultural resource, wetland, and habitat investigations. Right‑of‑way services support temporary construction easements and fee acquisitions through appraisal, negotiation, and closing, delivering a fully coordinated, multi-disciplinary design that positions the City to advance the project into construction. The project is currently in the design and right of way phase, with construction anticipated to begin March 2027.
