Nevada Drive Force Main Replacement
Client—Beacon Hill Water & Sewer District, Cowlitz County, Washington
Gibbs & Olson provided surveying, engineering design, permitting coordination, bid support, and construction administration services to replace 5,000 linear feet of aging 12-inch asbestos cement forcemain with a new 18-inch high-density polyethylene (HDPE) forcemain.
The project was originally designed to utilize pipe bursting along the existing alignment; however, additional design investigations identified the need for 1,350 feet of open-cut construction adjacent to the Patriot Rail corridor, including a crossing of a U.S. Army Corps of Engineers regulated levee. Gibbs & Olson conducted supplemental survey work, coordinated easement acquisition, developed open-cut construction details, and provided structural design coordination for a forcemain crossing supported by a new steel beam structure.
The project required extensive agency coordination and permitting, including SEPA documentation, floodplain and shoreline review, Hydraulic Project Approval (HPA) permitting, coordination with Patriot Rail, Cowlitz County, Drainage Improvement District No. 1, and the U.S. Army Corps of Engineers. Gibbs & Olson prepared permit applications and supporting documentation necessary to advance the project through regulatory review.
The resulting improvements increase conveyance capacity while improving long-term reliability of a critical wastewater transmission pipeline. Through careful planning and agency coordination, the District completed critical wastewater infrastructure improvements that will serve the community for decades.
